ΜΕΤΑΠΟΙΗΣΗ: Φτιάξτε το δικό σας οινοποιείο με επιδότηση έως 90%

Τόσο η ίδρυση οινοποιείων όσο και ο εκσυγχρονισμός τους επιδοτούνται από δράση, ύψους 120 εκατ. ευρώ, του υπουργείου Αγροτικής Ανάπτυξης και Τροφίμων, που αφορά σε μεταποίηση, εμπορία και ανάπτυξη γεωργικών προϊόντων (4.2.1). Οι δικαιούχοι μπορούν να υποβάλουν τις αιτήσεις τους, ηλεκτρονικά, έως τις 18 Αυγούστου, διεκδικώντας ενίσχυση ακόμη και του 90% του κόστους επένδυσης.

Η βασική προϋπόθεση που θέτει η δράση είναι το παραγόμενο-τελικό προϊόν να θεωρείται γεωργικό. Αίτηση ενίσχυσης μπορούν να καταθέσουν πολύ μικρές, μικρές, μεσαίες, καθώς και μεγάλες επιχειρήσεις κάθε μορφής. Σε κάθε περίπτωση, πρέπει να τηρούν βιβλία Β’ ή Γ’ κατηγορίας, με εξαίρεση τις επιχειρήσεις που λειτουργούν υπό τη μορφή της κοινωνίας, της εταιρίας αστικού δικαίου και της κοινοπραξίας.

Η διαδικασία

Η υποβολή των ηλεκτρονικών αιτήσεων ολοκληρώνεται το μεσημέρι της 18ης Αυγούστου 201 7, στις 15.00. Έως τότε οι ενδιαφερόμενοι δικαιούχοι της δράσης θα πρέπει να καταθέσουν, ηλεκτρονικά, την αίτηση στήριξης, μέσω του Πληροφοριακού Συστήματος Κρατικών Ενισχύσεων (ΠΣΚΕ), που λειτουργεί στον ιστότοπο: http://www.ependyseis.gr.

Εφόσον υπάρξει ενημέρωση από τη Διεύθυνση Προγραμματισμού και Εφαρμογών, θα πρέπει να υποβάλουν ηλεκτρονικά και το φάκελο υποψηφιότητας, επίσης έως τις 18/8.

Από εκεί και πέρα, όταν ολοκληρωθεί εμπρόθεσμα π ηλεκτρονική διαδικασία υποβολής, οφείλουν να προσκομίσουν στην ίδια Διεύθυνση φυσικό φάκελο υποψηφιότητας, ο οποίος θα περιλαμβάνει:

► την τεχνικοοικονομική μελέτη,

► τα δικαιολογητικά συμμετοχής,

► το υπογεγραμμένο αποδεικτικό κατάθεσης της παραπάνω αίτησης στήριξης, όπως παράγεται και εκτυπώνεται μέσω ΠΣΚΕ, εντός 15 ημερολογιακών ημερών από τη 18η Αυγούστου (καταληκτική ημερομηνία ηλεκτρονικής υποβολής)

Για τους οίνους που χαρακτηρίζονται ΠΟΠ ή ΠΓΕ οι υποψήφιοι επενδυτές θα πρέπει να μεριμνήσουν, κατά τη συλλογή των απαραίτητων δικαιολογητικών, να προσκομιστούν οι σχετικές βεβαιώσεις κατάταξης από τις Διευθύνσεις Αγροτικής Οικονομίας και Κτηνιατρικής των Περιφερειακών Ενοτήτων.

Ύψος επιδότησης

Καθεμία από τις προτάσεις που θα κατατεθούν θα πρέπει να κυμαίνεται μεταξύ 600.000 και 5 εκατ. ευρώ. Το ακριβές ποσό της ενίσχυσης που θα λάβουν οι δικαιούχοι της δράσης εξαρτάται από το ύψος του επενδυτικού σχεδίου και από την περιφέρεια όπου θα εδρεύει. Σημειώνεται πως στις περιφέρειες: Δυτική Ελλάδα, Θεσσαλία, Ήπειρο, Κεντρική Μακεδονία, Ανατολική Μακεδονία-Θράκη, Ιόνια Νησιά, Πελοπόννησο και Κρήτη το ποσοστό επιδότησης διαμορφώνεται στο 50% του κόστους. Στα μικρά νησιά του Αιγαίου (Βόρειο και Νότιο) φτάνει στο 75%, ενώ σε Αττική, Στερεά Ελλάδα και Δυτική Μακεδονία στο 40%. Τα ποσοστά προσαυξάνονται κατά 20%, εφόσον όμως η ανώτατη συνδυασμένη στήριξη δεν υπερβαίνει το 90%, στην περίπτωση δράσεων που συνδέονται με συγχωνεύσεις οργανώσεων παραγωγών στο πλαίσιο της δράσης 4.2.1.

Τι επιδοτείται

Στις επιλέξιμες δαπάνες της δράσης περιλαμβάνονται οι εξής:

1. Κατασκευή ή βελτίωση κτιριακών υποδομών, απόκτηση ή βελτίωση της ακίνητης περιουσίας, όπου οι εκτάσεις γης είναι επιλέξιμες μόνον όταν δεν υπερβαίνουν το 10% του συνολικού κόστους της επένδυσης. Για τις εγκαταλελειμμένες και πρώην βιομηχανικές εγκαταστάσεις που περιλαμβάνουν κτίρια, το όριο αυτό αυξάνεται σε 15%.

2. Διαμόρφωση του περιβάλλοντος χώρου προκειμένου να εξυπηρετούνται οι ανάγκες της μονάδας.

3. Αγορά, μεταφορά και εγκατάσταση εξοπλισμού, συμπεριλαμβανομένου και του εξοπλισμού εργαστηρίων στο βαθμό που εξυπηρετεί τη λειτουργία της μονάδας. Ο εξοπλισμός παραγωγής ενέργειας από ανανεώσιμες πηγές, εξοικονόμησης ύδατος και επεξεργασίας αποβλήτων, εξοικονόμησης ενέργειας δεν ενισχύεται ως μεμονωμένη δράση αλλά ως τμήμα της συνολικής παραγωγικής επένδυσης. Δαπάνες για τη σύνδεση με δίκτυα ηλεκτροδότησης, υδροδότησης, τηλεφωνίας, γεωθερμίας ενισχύονται εφόσον πραγματοποιούνται εντός των ορίων του οικοπέδου

4. Αγορά καινούργιων οχημάτων και συγκεκριμένα:

► Οχημάτων μεταφοράς προϊόντων ειδικού τύπου, τα οποία, σύμφωνα με την εθνική νομοθεσία, θεωρούνται απαραίτητα για τη λειτουργία της επένδυσης προκειμένου να διασφαλίζονται η ποιότητα και η υγιεινή του προϊόντος (αφορά στην πρώτη ύλη και το παραγόμενο προϊόν/υποπροϊόν). Το ύψος της δαπάνης για την αγορά οχημάτων ειδικού τύπου δεν μπορεί να υπερβαίνει το 10% του προϋπολογισμού του επενδυτικού σχεδίου

► Μέσων εσωτερικής μεταφοράς που καλύπτουν τις ανάγκες της επένδυσης (όπως περονοφόρα, ανυψωτικά)

5. Απόκτηση πιστοποιητικών διασφάλισης ποιότητας από αρμόδιους οργανισμούς (όπως ISO, HACCP, BRC GlobalStandards, IFS FoodStandard, GLOBALG.A.P. κ.λπ.) τα οποία εφαρμόζονται σε όλα τα στάδια της διατροφικής αλυσίδας, από τον αγρό έως και το ράφι, και εξασφαλίζουν στον καταναλωτή την ποιότητα και την ασφάλεια του τροφίμου που καταναλώνει.

6. Δαπάνες εξοπλισμού επιχείρησης (όπως αγορά fax, τηλεφωνικών εγκαταστάσεων, δικτύων ενδοεπικοινωνίας, ηλεκτρονικών υπολογιστών και περιφερειακών μηχανημάτων, φωτοτυπικών, συστημάτων ασφαλείας εγκαταστάσεων, συστημάτων πυροσβεστικής προστασίας εγκαταστάσεων).

7. Γενικές δαπάνες συνδεόμενες με τις εγκαταστάσεις και τον εξοπλισμό της μονάδας, όπως αμοιβές αρχιτεκτόνων, μηχανικών και συμβούλων, αμοιβές για συμβουλές σχετικά με την περιβαλλοντική και οικονομική βιωσιμότητα, συμπεριλαμβανομένων των δαπανών για μελέτες σκοπιμότητας.

8. Αϋλες δαπάνες, όπως απόκτηση ή ανάπτυξη λογισμικού και αποκτήσεις διπλωμάτων ευρεσιτεχνίας, αδειών, δικαιωμάτων διανοητικής ιδιοκτησίας, εμπορικών σημάτων, δημιουργία αναγνωρίσιμου σήματος (ετικέτας) του προϊόντος, έρευνα αγοράς για τη διαμόρφωση της εικόνας του προϊόντος (συσκευασία, σήμανση).
